Who Sold You PFA While Washington Works Was Down?
Chemours filed against perfluoroalkoxy alkane from India on August 5 and told Commerce it is the only producer of PFA in the United States. The period of investigation runs July 1, 2025 to June 30, 2026, the same stretch in which its Parkersburg plant lost a critical piece of equipment to a utility outage and then shut down entirely in January. The ITC votes on September 21.
A Commerce initiation notice normally spends a page working out whether a petition carries enough of the domestic industry behind it. This one settled the question in a sentence.
"The petitioner identified itself as the only producer of PFA in the United States; therefore, the Petition is supported by 100 percent of the U.S. industry."
The Chemours Company FC, LLC filed on August 5 against perfluoroalkoxy alkane from India. Commerce initiated the antidumping and countervailing halves on August 25 and published them on September 1, under A-533-954 and C-533-955.
The International Trade Commission has to reach its preliminary injury determination by September 21, with views to Commerce by September 28.
Chemours runs a perfluoroalkoxy processing line at Washington Works, outside Parkersburg, West Virginia. It has been discharging under its own permit since September 1, 2024.
"If an order lands on the only Indian producer, who ships you PFA the next time Parkersburg goes down?"
That is not a hypothetical question, and the filings that answer it are the petitioner's own.
